PCC Appoints New Manager Of Strategy & Planning

Porirua City Council has appointed Moira Lawler to the position of General Manager Strategy and Planning.

Council Chief Executive Roger Blakeley says there were a number of strong candidates interviewed for the position.

"We were in the fortunate position of being able to choose from candidates of an extremely high calibre and I am delighted at Moira's selection. Moira follows in the distinguished footsteps of Sue Veart who has made an outstanding contribution to Porirua City Council over 10 years and I am confident this will continue under Moira's watch." Since moving to live in Porirua City 15 years ago Moira has worked in management roles in a range of community sector organisations. She has been with Porirua City Council for eight years, firstly leading the Community Development Team and for the last 6 years as Manager of Social and Economic Planning. She has a Masters Degree in Public Policy and has been a Board Member and a Director of a number of national and regional organisations in a voluntary capacity.

"Moira has proven experience in economic and social strategy settings for the city, and the monitoring of city progress across all aspects of wellbeing - social, economic, environmental and cultural," Dr Blakeley says.

"She has very strong analytical thinking skills, is up to date with Local Government issues nationally and internationally, has sound policy judgement and acumen and a strong respect for the democratic process," he says.

Dr Blakeley says Moira's understanding of the potential offered by the LTCCP process to promote effective alignment of Council's planning and service delivery is a strength.

She led Council's 10 Year Plan process for all three cycles, beginning with the 2004-14 Long Term Council Community Plan and has led and successfully implemented cross Council business improvement processes as part of our Business Excellence initiative.

"She is already responsible for designing and managing a process that enables Council to develop the long term strategic direction for the city which she will carry into her new position. Along with her professional ability, Moira also has excellent leadership skills, is a "straight shooter", and has the ability to lead a team to get the best out of her staff.

"She has excellent networks in the Porirua community and I am confident that she will provide the leadership that is needed of the Strategy and Planning Group to provide innovative and successful policies for Council as we continue to take Porirua City forward into a highly successful future," says Dr Blakeley.
