Wellington, March 22 NZPA - It could be several weeks before a decision is made on charges against a woman involved in a fatal crash after allegedly fleeing a checkpoint in Blenheim, police say.
Police stopped Frances Stubbs, 20, about 9.45pm on Friday when she returned a positive result on a preliminary breath test.
Stubbs was asked to pull over for a second test when she sped off, Detective Richard Rolten of Blenheim police told The Marlborough Express newspaper.
She travelled 400m to the roundabout between Nelson and Hutcheson Streets, where she collided with the driver's side door of Penelope Rae Phillips' car.
Ms Phillips, 51, died at the scene.
Stubbs was taken to Wairau Hospital with minor chest injuries.
Mr Rolten said Stubbs and several witnesses had been interviewed, but it was unlikely charges would be laid for several weeks due to the complexities of the investigation.
Police wanted to hear from anyone else who had seen the crash.
The driver's father Peter Stubbs told The Marlborough Express she was very distressed and tearful.
"She accepts she's made a terrible decision. Our family is massively impacted...this is a nightmare and I don't know how it will end."
Ms Phillips was one of two people killed on the roads over the weekend.
Late on Friday night truck driver Reagan Van Welie, 36, was killed when his truck left State Highway 1 south of Mosgiel, Otago.
The truck collided with a large steel container and Mr Van Welie died at the scene.
It was not yet clear what had caused the crash and police said a post mortem would be conducted.

Hmmm... the only way you can hit anyones DRIVER'S DOOR on a ROUNDABOUT is if THEY failed to giveway.
Ms Stubbs seems to be only guilty of failing to provide a breath sample, failing to yeild and possible DIC.

To the idiot above, heres another reason to hit someone's drivers door....If you fail to stop at a roundabout because you were running from the police and run into a car already in the roundabout.
She clearly made a choice to run from the police and will suffer the consequences of her actions for the rest of her life!!!

I agree with Sam. Its entirely possible to hit someone at a round-a-bout if you fail to stop/giveway to someone who's already in the round-a-bout

and that girl didnt just go around the round about, she actualy went over it so it seems to me that u shud get ur information rite before posting stuff. so penny was already going around the roundbot so yes this girl is guilty.

I love her Dad’s excuse – she had a ‘brain explosion’. Let the spin begin. I wouldn’t be surprised if next up it’s ‘discovered’ there’s something wrong with the car, and that at the police check point Sandy panicked, hit the gas instead of the brake (by accident, of course), the accelerator somehow got stuck open and that when she hit Ms Phillips' car she was actually swerving to avoid a group of Brownies who were walking home after choir practice.
The consequences of her actions will unfortunately be nothing. She won’t go to prison, or even be charged with anything. If the case does go to trial, she’ll arrive in a demure little grey suit, hair in a ponytail, no make-up, eyes down cast and full of remorse. She won’t cry, because that’s too Hollywood starlet going for the sympathy jugular. Instead she’ll be portrayed as the stoic Kiwi girl turning up to bravely take her punishment. The jury, thanks to plenty of NZ Herald type hype (Mum and Dad, after all, are typical of a large chunk of their readership), and the worst sort of excuses dribbled out by her defence team, will buy all this hook line and sinker.
The message sent out here will be it’s ok to drink and drive, even killing someone in the process, because if you’re a certain type of person in this country you can quite literally get away with…no, I won’t say it. You can fill in the blank yourself.
But having said all this, I hope I’m wrong.

Do u really think it's that simple? They have not yet concluded that her driving was anything to do with the accident, so yes there are mitigating circumstances. The accused was to the woman's right at the round about so obviously they need to have concise evidence of both parties speeds. It is a tragic occurence and this girl has been forced to learn a lesson much harder than most. I'm sure you have been under the influence a time or two and suffered from impaired judgement. Perhaps she never expected she would be over the limit and panicked. Who knows? I'm not acting in her defence but I am trying to point out your ignorance on the matter.
The accused is actually a lovely, kind person - perhaps a little immature for her age. You can bet she is more than a little remorseful.
How can you even suggest the consequences for her actions will be nothing? She has to live with this for the rest of her life!
We are, in general, a very forgiving country - something to be admired don't you think?!

I KNOW this girl. I used to go to school with her. I think if you knew her you would feel exactly the same. This was not a premeditated murder, which is what you're making it sound like Mr Swerve to Miss a Group of Brownies. For goodness sake. This is a 20year old girl who made a REALLY stupid decision to flee police and it has resulted in the worst result possible.
She has to live with the fact that she KILLED someone for the REST OF HER LIFE, because she made a stupid decision. I think thats a pretty decent consequence. I dont think she should get off scott=free, but would you prefer she gets locked up for life? Losing the rest of her life???? SHe is not a deliberate murderer. We should put the people away who cause harm on purpose before we put away Frances Stubbs. She is a smart, sweet girl who did a really dumb thing. I know she is utterly remorseful and incredibly distrssed at what as happened.

not only has she taken away our mother, shes deprived my sister in law of not only taking her mother but frances stubbs killed her in her only daughters car so on top of her tradgedy of losing her mother she also has to try and deal with the stress 2 of finding herself and her 4 kids a new vehicle to get them from a to b, and will never again have her mother to turn to for her seal of approval for a new vehicle for her family!!
