Wellington, March 10 NZPA - Paul Kuchenbecker is disillusioned that Corrections Department boss Barry Matthews has managed to keep his job despite presiding over a string of failures which ultimately led to his son's death.

Graeme Burton shot father-of-two Karl Kuchenbecker while on parole in 2007 and a report compiled by Auditor-General Kevin Brady showed the department failed to follow procedure in his, and many more, parole cases.

Corrections Minister Judith Collins, who refused to express confidence in Mr Matthews after receiving the damning report two weeks ago, has now backed away from sacking him in light of a follow-up report she ordered from the State Services Commissioner Iain Rennie.

The second report found Mr Matthews was accountable, but that dismissal "would not be justified" because of the improvements he was making.

Mr Kuchenbecker yesterday accused Ms Collins of being "all bark and no bite".

Mr Matthews now appeared to be "untouchable" despite the department's blatant failings, he told the New Zealand Herald

Mr Matthews should not be able to use the State Services Commissioner's report as a "barrier", neither should Ms Collins be able to use it as an "excuse", he said.

"If you need a highly paid secure job without accountability for running your department badly, join Corrections."
