Hawke’s Bay Regional Councillors are proposing a change to the constituency makeup for the council and are urging Hawke’s Bay people to have their say.
The changes are part of a representation review required before next year’s local body elections.
The council has adopted a preferred initial proposal, which would see nine councillors retained over five constituencies, one more than currently in place. The main changes initially proposed are splitting the current Hastings constituency boundary in two, and seeking to have Central Hawke’s Bay seen as a special community of interest.
The initial proposal seeks two constituencies in Hastings. The ‘yet to be named’ Hastings North constituency would encompass the wards of Mohaka, Flaxmere, Hastings and most of Heretaunga within the Hastings District Council area, and area units within the region boundaries belonging to Rangitikei and Taupo Districts. The ‘yet to be named’ Hastings South constituency would encompass the wards of Kahuranaki and Havelock North along with parts of Heretaunga within the Hastings District Council area. HBRC is keen to hear suggestions from the public for names for the two Hastings constituencies, as well as the views on the initial proposal
This initial proposal seeks to retain the Wairoa constituency as a special community of interest reflecting the Wairoa District Council boundaries. It would also see HBRC apply to the Local Government Commission for Central Hawke’s Bay to also be a special community of interest, and retain its boundaries reflecting the Central Hawke’s Bay District Council area.
The Napier constituency boundary would remain the same reflecting the Napier City Council area.
The public has until 18 September 2012 to make submissions on the initial proposal, which will then be considered by Council and any amendments publically notified. The Local Government Commission will consider Council’s final proposal and make a determination by April 2013.
